Ensure that small-scale renewables receive support from the EU

Community-owned energy systems create local income
Eckart Würzner, Mayor of Heidelberg and President of Energy Cities commented "In the road to a fully renewable-powered system, Energy Cities' members have always called for "energy subsidiarity", where locally-available solutions and savings are explored first and large-scale options considered next. Studies have shown how local, community-owned energy systems contribute up to 8 times more to inward economic development than bigger installations, often sponsored by external developers.
